World at War is way less demanding than BO3 due to it being such an old game, so if your PC isn't very powerful, you'd probably have a much better chance at getting WaW to run than BO3. It really comes down to how powerful your PC is when it comes to choosing which game you should get.
Black Ops 1 has a very very very small amount of custom maps, and most people don't really consider it when thinking about custom maps.
World at War and Black Ops 3 are the only games that have custom zombies.
